It was a fun evening at the Lighthouse 720 Garden last August 6 during a dinner hosted by IYFR International Vice Commodore and founder of the IYFR Philippine Fleet, Mr. Jun Avecilla. IYFR Subic Bay Fleet will soon rise. It will be the official body to represent the IYFR in the SIU ICC event. Special thanks to Vice Governor Lacbain and PDG Vitt Gutierez for gracing the event.

Typhoon Maring was at its peak at the break of dawn last August 20. The winds were howling and waves were hammering the jetty of the Lighthouse Marina Resort in Subic Bay.
It was the second day of the Waste Management Seminar. The attendees today were representatives of the 13 towns of Zambales including Olongapo City Barangays. At 7am, an hour before the start or the workshop, we were not expecting anyone to arrive. Surprisingly, the first ones to arrive were Ms. Genalyn Bilingit, LGY Representative of Iba and Ms. Marife Castillo, DENR Area Coordinator. People started arriving and by 9am we were able to start with a total of 53 attendees from the local government units like Department of Education, PMMA, PCG,PNP, Colleges in Zambales, Subic Water, CENRO, and PREDA including Vice. Governor Ramon Lacbain II. The seminar started with a welcome remark from the Vice Governor. He expressed his gratitude to everyone who was able to attend. According to him that it is about time that we need to be serious with our garbage. Though the amount of waste in majority of the towns in Zambales are still tolerable, the vice governor believes that we should not wait until the problem gets out of hand. He recognises that there is problem and with these kinds of activities we get some tips and learn. This seminar is also part of the information campaign that we are launching for the "Shore it Up, International Coastal Cleanup". The objective of this campaign is to inspire everyone particularly our leaders to take a stand in our fight against the destruction of the environment and give more meaning to the upcoming coastal cleanup on September 21. The workshop also includes a presentation of the Mayor of San Felipe, Hon. Carolyn Fariñas. The municipal of San Felipe is an 8-year Best Performer and Hall of Fame awardee of the Clean and Green Program as well as a winner of the Award of Excellence in the implementation of the E-governance for Municipal Development Program from the DTI. Their Solid Waste Management Program is indeed a model to follow in our goal for a "Zero-Waste". According to Mayor Fariñas, "Zero-Waste is an ambitious target, but if you don't have a goal, then you won't go anywhere. That is why even if Zero-Waste is a challenge, we will try to achieve it because, libre naman mangarap.". Mr. Bert Guevara, President of Earth Day Network, a former Barangay Captain in Paranaque and a graduate of landscape architecture from UP discussed and reviewed the RA 9003 and its 4Es Approach. Mr. Bert Guevara is part of the group who made the Implementing Rules and Regulations pertaining to RA 9003 as a representative of the National Liga ng mga Barangay back in 2001. He also discussed a paradigm shift which he calls the "Full Waste Recovery Program". This program includes participation of private industries in the recovery of their used packaging. Its a 5-point Philosophy according to Mr. Guevara. 1. Trash + Value = Resource 2. People-friendly Collection 3. Corporate Social Responsibility 4. Organized Recycling 5. Incentive - What's in it for me? During the breakout session, Mr. Guevara asked the representatives of Olongapo Barangays to come up with a plan on segregation using the 4Es matrix (education, engineering, enforcement and economic aspects of each sectors) that tackles several sources like households, businesses and government establishments. The two barangays that presented were Brgy. Pag-Asa represented by Jimmy Basag, Lutgarda Yanglay, Joy Altares and Alicia Cepeda; and Brgy. Baretto represented by Desiree Sumala, Ronald Elayda, Rolan Napuli and Gregorio Lappay. It was an amazing whole day of learning despite the rough weather. It was nice to see that there are people out there in our government who are doing their part to save our environment. At the end of the workshop, Vice Gov. Lacbain II together with the Mr. Sam Ablola, Chairman of the Environment Committee said that they are happy with what they have learned and will make sure to implement these learnings. "We are proud to have a model municipal like San Felipe. We want all the towns of Zambales to learn from them and replicate their successful programs," Vice Gov. Lacbain II added. He also said that he is very glad to be part of the upcoming Shore it Up International Coastal Clean up on Sept 21. He hopes that with these information and educational campaign, people will join the cleanup not because they are told to do it but because they want to help. According to Mr. Guevara, the root of the problem about trash is the people. In order to solve this problem we have to change people's mindset about trash. He discussed a solution called "Incentivized Approach". This workshop is sponsored by Metro Pacific Investment Foundation and the Lighthouse Marina Resort. We are happy to announce the partnership of MPIC group and ICC Zambales. Their participation last year was a huge success, in fact the Shore it Up! International Coastal Clean-up has won several awards including an Anvil Award of Merit for sustained PR Program for the Environment. Their objectives of cleaning up the shoreline and ocean is inline with our goals for this project. The event will soon adapt the title "Shore it Up! International Coastal Clean-up - Zambales! The foundation will sponsor several activities which includes the Waste Management Workshop for Olongapo, Subic and Zambales this coming August 19 and 20 to be held at the Lighthouse Marina Resort conducted by the President of Earth Day Network and expert in waste management, Mr. Bert Guevara. We are excited to have him back with us again same as last year! Other events that MPIF is conducting includes Junior Environmental Scouts workshop, Underwater Clean-up and Mangrove Planting. Casa San Miguel is an artist-run community arts center created by violinist Alfonso "Coke" Bolipata, which currently runs artistic programs as well as peripheral community programs. They just recently launched the P.E.A.C.E. Program (Pundaquit Endeavors in Alternative Community Education). This hidden treasure is truly one of Zambales pride. Casa San Miguel was built on the belief that art, in its various forms, can extend beyond its boundaries to create a more aware and fuller human being for an enriched humanity.
One of the objectives of the ICC is to find ways to get people to be interested in solving our problems with garbage. The school has done a lot of artworks that are made up of recycled materials. Their love for the community and arts are truly inspiring. We hope that their art will spark some interest and inspire people to create masterpieces from mere trash. In fact, besides artwork, trash can be made into useful things. Casa San Miguel will display some of their works as part of their partnership with the ICC. We met with officials and representative of different sectors of the local government of the 13 towns of Zambales at the Capitol in Iba, Zambales. This was led by Vice Governor Lacbain. Our discussion not only tackled organizing the ICC in Zambales, but we also discussed the principles behind the ICC which is to educate people. Finally we have all agreed to have a waste management seminar which will be attended by all the town officials to be held at the Lighthouse Marina Resort on August 20, a day after the Waste Management seminar with the 17 Barangays of Olongapo. This seminar will be led by the president of Earth Day Network, Mr. Bert Guevara. His unrelenting effort to teach people on alternative solutions on garbage is truly impressive. We very much appreciate his support to Lighthouse and our projects in the last couple of years. We met with Captain Saonoy and Captain Ilagan this afternoon during the briefing for the welcoming of the BRP Alcaraz this Tuesday, August 6. The Saturday Afternoon Gentlemen Sailing (SAGS), a group of avid sailors and yacht owners and lovers of the oceans, together with some IYFR members have been requested to formed a welcome party to greet the newly acquired Philippine Navy Vessel, BRP Alcaraz, who is expected to arrive tomorrow. The welcoming will be on August 6 here in Subic Bay. The Philippine Navy and the Philippine Coast Guard are one of the leading proponents for the ICC. Our ocean warriors!
Members from the Rotary Club of Cubao West and IYFR Philippine Fleet attended the Rotary Cluster meeting at Forest View today August 3. It was attended by all the Rotary Presidents in Cluster 4C. During our meeting we invited everyone to participate in the upcoming ICC. We will have a coordination meeting on August 6, Tuesday at the 720 Garden at the Lighthouse Marina Resort at 6pm.
