He graduated Bachelor of Landscape Architecture from U.P. Diliman in 1979. His direct involvement in solid waste management began when he was elected Punong Barangay of Barangay Sun Valley, Paranaque City, in 1994. His 13-year term became significant when he became a barangay champion in segregation, recycling and rapid composting. As an active environmental NGO member, he was twice elected president of the Zero Waste Recycling Movement of the Philippines (1999 and 2015) and now sits as a member of the Past Presidents Advisory Council.From 2011 to 2014, he was the President and Chairman and Country Coordinator of Earth Day Network Philippines. When R.A. 9003 (Ecological Solid Waste Management Act) became a law in 2001, he became a member of the Technical Committee which drafted the I.R.R. and later became a member of the National Solid Waste Management Commission, under the Office of the President, from 2002 until 2007. In 2012, his solid waste management concept entitled “Incentivized Full Waste Recovery Program” gave birth to the Philippine Alliance for Recycling and Materials Sustainability or PARMS. This Alliance is now actively engaged with several business groups in a private initiative to solve the residual waste problem. |
The Republic Act 9003 bill has been around since year 2000. However this law has a few weaknesses.
